Quantum GIS

Quantum GIS (QGIS) is a user friendly Open Source Geographic Information System licensed under the GNU General Public License. QGIS is an official project of the Open Source Geospatial Foundation(OSGeo). It runs on Linux, Unix, Mac OSX, and Windows and supports numerous vector, raster, and database formats and functionalities.

«The GeoDa Center for Geospatial Analysis and Computation develops state-of-the-art methods for geospatial analysis, geovisualization, geosimulation, and spatial process modeling, implements them through software tools, applies them to policy-relevant research in the social and environmental sciences, and disseminates them through training and support to a growing worldwide community.The GeoDa Center succeeds the Spatial Analysis Laboratory (SAL) which was founded by the new School of Geographical Sciences Director Luc Anselin while at the University of Illinois. This laboratory has now ceased to exist. The new GeoDa Center builds upon the considerable international reputation of SAL and serves as a focal point to leverage currently dispersed faculty interest in geospatial analysis present at ASU. »

Estatísticas das receitas fiscais 2010


«Após a forte redução em 2009 a carga fiscal aumentou em 2010. Em 2010, em termos nominais, a carga fiscal aumentou 3,4% após a variação de -6,1% em 2009. A carga fiscal representou 34,5% do PIB, em 2010, mais 0,3 pontos percentuais que no ano anterior. Esta evolução esteve associada ao crescimento dos impostos indiretos, que atingiu 7,9% (-12,0% em 2009) visto que as outras duas componentes, impostos diretos e contribuições sociais, registaram aumentos nominais inferiores ao do PIB. O comportamento dos impostos indiretos foi sobretudo determinado pelo aumento das receitas com o Imposto sobre o Valor Acrescentado (IVA) em consequência das alterações nas taxas deste imposto a partir de Julho de 2010. »

In South Asia, barring some centres of excellence in India, social sciences as a whole have low priority. These are a few of the findings from World Social Science Report, 2010: “Knowledge divides”. The Open Source Geospatial Foundation

«The Open Source Geospatial Foundation, or OSGeo, is a not-for-profit organization whose mission is to support and promote the collaborative development of open geospatial technologies and data. The foundation provides financial, organizational and legal support to the broader open source geospatial community. It also serves as an independent legal entity to which community members can contribute code, funding and other resources, secure in the knowledge that their contributions will be maintained for public benefit. OSGeo also serves as an outreach and advocacy organization for the open source geospatial community, and provides a common forum and shared infrastructure for improving cross-project collaboration.The foundation's projects are all freely available and useable under an OSI-certified open source license.»

«The Special Eurobarometer surveys on the social climate cover 15 areas and asks respondents to assess, for each of these areas, the current situation, how the situation has evolved over the past five years and how they expect it to change over the coming year. Three waves have been conducted: the first wave was conducted in 2009 (Special EB 315), the second wave in 2010 (Special EB 349) and the third wave in 2011 (Special EB 370) . Even though the impact of the crisis is still being felt, overall some improvement has been observed in 2011.»

ABSTRACT: «Nationally and internationally, the need to provide adequate storage for research data and to ensure the best possible exploitation of these assets is recognised as one of the most pressing challenges facing universities. All UK Research Councils now have policies which require the data created by publicly funded research to be managed and retained according to best practice, and made available for reuse unless there are specific reasons not to do so. Added to this is the potential of requests for research data made under Freedom of Information legislation or Environmental Information Regulations. These requirements come directly from the principle that the outputs of publicly funded research – including data outputs – are a public good and should be available for verification and reuse. Not all the drivers for improved management and sharing of research data are ‘top-down’, however. Researchers in a number of disciplines have demonstrated the benefits and value of data sharing. As a result there are vocal calls for making research data as open as possible. These issues touch on those of research integrity. Ensuring research integrity and improving research data management are two closely related challenges facing universities. Research data management considers the need to have policies and processes governing the retention and preservation of data, and the ability, where necessary, to ensure security and to enable the appropriate sharing and publication of data, fundamental to ensuring research integrity. It is essential, therefore, for universities to engage with the research data challenge and improve the way they support researchers in managing data through the research lifecycle, and making these outputs available for further exploitation. There are many questions which need to be considered, for example: What technical infrastructure and support systems will best help researchers? What policies and procedures should govern the retention and disposal of research data? What are the ethical, legal and policy drivers to making data more readily available and what are the limits? Where should responsibility for supporting researchers in responding to these drivers lie? How may institutions and discipline bodies work together and help reduce the effort required on the part of researchers?»

«Climate change is one of the greatest challenges of the modern age. The European Commission established its Directorate-General for Climate Action in February 2010 to strengthen Europe's response to this issue (previously climate change was under the overall remit of DG Environment). The fight against climate change, focused on the EU's target of reducing greenhouse gas emissions to 20% below 1990 levels by 2020, is at the heart of the Europe 2020 strategy for sustainable growth. For the longer term, the European Council has endorsed the objective of cutting EU emissions by 80-95% below 1990 levels by 2050 as part of the climate action that the developed world as a whole needs to take. In March 2011 the European Commission set out a cost-effective pathway to achieving this goal with its Roadmap for moving to a competitive low carbon economy in 2050. As Europe takes action to meet these objectives, it is important to understand the attitudes and behaviour of EU citizens towards climate change and their expectations for the future. This Eurobarometer survey measures these and compares them with the last poll on this issue carried out in 2009.»

Martyn Hammersley (2009). «Against the ethicists: on the evils of ethical regulation»


Abstract: «Ethical regulation of social research has increased considerably in the UK in the past few years, not least as a result of the ESRC’s Research Ethics Framework. This article questions whether ethics committees are capable of making sound judgments about the ethics of what is proposed and practised in particular research projects. In addition, the legitimacy of such regulation is questioned, on ethical grounds. Finally, it is argued that increased regulation will not raise the ‘ethical standard’ of social science and will probably worsen the quality of what it produces.»
